Ok first thing, the only way I can get online is from my phones hotspot, to check and see if there was an system update. I did this yesterday, saw there was an update for Fallout 4, figured what the hell might as well since I ran into a bug that prevents me from even starting the BOS storyline early in game after killing the ghouls.

Alright guys forgive me for such a long post, but I hope it can help out a little bit. It seems like settlements bring forth the most questions in this game, so I figured we could put together a kind of cheat sheet for everything settlement related.

If you have a smartphone you can always create a wifi sharing zone with your mobile service provider's data and use it to access the mods and quickly back out. I know for experience that using mobile data to play games even fully online takes very very little data.

The first three just send power to different places, giving you rep with different factions. 4 sends power to some unknown place, which enables Archimedes II once you find the C-finder. 5 overloads the plant until it blows up, sending power nowhere and permanently disabling the place.

This process can also be used to force the save file name for other characters to appear- sometimes it is stubborn about not displaying save files after the first character. Again, selecting "Load" and then then character's save file instead of using the "Continue" option at the game start screen avoids this whole mess.
