I have Dragonborn installed, and I hear it lets you reset a perk tree for a Dragon Soul. I assume there's a method of producing this effect without doing the quests, which would require quite a few levels to become doable :L Can I reset my perks without manually removeperk - addperk -removeperking?

If you will not play this game long term ESO+ isn't going to be necessary. You can play this game sporadically and still have a ton of fun without a membership. Membership only gives the CB, Crowns, and DLC access. *Edit - ESO+ membership also grants a 10% bonus to Gold found, Experience gained, Inspiration & Research times as well.
