I think it's trying to help people have a more accurate view of the people's relationship to their government. Income tax itself is your money and your family's money and your neighbor's money. It's our money. When we get an income tax rate reduction or (in some states) a kicker, it's not a gift, but it's our own money being returned back to us.

Sellers will thus chase after that money by all raising prices. Average consumers will pay it because the value of each dollar decreased due to their "extra" money.
