Ice Beam is faster than Play Rough and handles PR's main target (dragons, especially the flying and ground ones like Altaria and Flygon). I rarely find myself using PR, thinking I'm going to switch to Hydro Pump as well. The threat to Bastiodon and neutral damage to steel in general is nice.
