The problem is that, because of their Speed, they will automatically flee once you try to attack! What the &%$@! Don't worry, you can track it on your Pokedex Map to see where each one is hiding once you battle it. They will change positions whenever you do, so you just have to plan out how you can meet up with them at the same time.
The Pokemon's status can also affect the difficulty of capturing it. Try to get it to fall asleep or even better, frozen (I'll explain those in a bit). Any other status will work fine but with these two, the Pokemon doesn't have a chance of fainting itself and can not attack. Remember that some Pokemon may be holding items that will help them.
