The Pokemon's status can also affect the difficulty of capturing it. Try to get it to fall asleep or even better, frozen (I'll explain those in a bit). I would suggest you to check the types you already have in your team so you don't repeat them, and add the one you need the most. Fearow can learn normal and flying moves mostly (like Tri Attack when bred) as well as a steel and a ground move.
