So I've just tried to get into my old Uplay account to ve able to play some games I have on Steam. Did the usual password reset and stuff, even downloaded the newest version of it too. Now I can access my account on the website and across my other devices but on my PC Uplay app it says that it cannot connect to service, try again later.

From uplay, you can change the account email address and password, no questions asked. Meaning, that if you can figure out someones email and password, you can change it without them being able to stop you.
