IF it is your address that's causing the problem what you need to do is call up your IP and ask them to assign you a new address as the one you are using has been flagged by Sony. Had to do this myself a couple times. BUT seeing as you are able to use your PS4 I'm a bit doubtful this is what's causing the problem. I hope it's not a console ban..
