Using a Cryo and an incinerary. Double-pen prefix, in my opinion, is the worst iteration of the gun. Uses 2x the ammo, but dosent damage scale like 2 shots as the sploder can't function in that manner (Damage is halved but can't fire 2 rounds). This may be why you are not impressed with it.

Some people have said Captain Traunt is a good place to farm legendary Class Mods online. Though I can't personally comment to that, all I can say is he's no good for orange CMs offline either. I can say I've gotten a fair bit of legendary Class Mods from Graveward just fine when playing with the hotfixes.
I got the ice laser sploder from Traunt. I got the electric and corrosive laser sploders from the two loot tinks at Jakob's estate. Still haven't gotten the hex yet.
