Called shots are made at a -4 penalty. Called shots must overcome the target's Discipline skill check, and, if successful will damage the target based on the location of the called shot. A called shot against the legs will reduce the opponent's movement rate by 20% and give them a -2 cumulative penalty to their Dexterity.
Every character should have a high ability score in at least one of his core class abilities. For example, a Paladin should have a Charisma of 12 or higher to gain the most benefit from his class abilities, and a Wizard should have high Intelligence if he wants to cast high-level spells.

Do your job right during the character creation process, and you won't ever have to mess with the other ability scores again. You get five additional points to apply to ability scores in your career (at 4th, 8th, 12th, 16th, and 20th levels). If you want that 18 or higher Dexterity, buy it with those points.

I would assume so, but my gaming groups have always done the random stats. Roll 4d6 and drop the lowest six times, then put those into your stats as you see fit. I've even had some nice DMs that would allow you to reroll one stat if you wanted. I miss tabletop and wish I could get a group together again.
