The trouble area is in testchamber 18, towards the end of the chamber, where you must build up momentum and keep it up as you climb these steps. You select some cards and then a tactic is created based on what you pick. Picking different kinds of cards makes different tactics. You need to create and use all tactics to get the achievement. Hit the buttons, then shoot one portal in front of the lift and the other on the floor by the double doors. (You can't get a portal in that area, so don't try.) Jump into the portal in front of the lift and use your momentum to move inside that room to grab the radio. Be warned, those doors WILL crush you if you're too slow.
