It turns out that it gives a base amount of exp per cast. I originally thought it was a percentage increase to mob exp but it is a flat rate modified by the bonus level of the magic, food, accessories and battle report. The rough base amount per cast seems to be 17000 or there abouts with an A+,D,A+ battle report card.
