I'm not writing this to absolve Valve or anything, I agree with the OP the customer support wait time for serious issues is shit and a major problem they should fix.
I was able to redeem codes for some EA games I got through Steam in Origin. Games like Mass Effect 2, Dragon: Origins, The Sims 3, etc. Don't know if there was a grace period for when that was possible, but it was at least possible at some point. Never heard of Origin codes redeemable through Steam, however.
