I have a car with 3 ‘17’ rated and 3 ‘18’ rated cards and I’m still 40 points away from max level iirc. I can only assume you need a full load out of max level cards, which is, as far as I can tell, 18. Oh and like the guy above said, forget the card bonuses, especially at higher levels.

The SEVA is also a very good suit, although it's heavier and doesn't come with any kind of nightvision. I tend to use it mostly when I know I'm going deep into anomalous areas. I rarely use other armors - especially Duty specific ones - as they have fewer artifact containers.

You need to reach an EPF of 25 to have max protection. Prot I gives 3 EPF Prot II gives 5 EPF Prot III gives 7 EPF Prot IV gives 11 EPF So protect 9-11 across all pieces would put you at max, while you will still benefit from the other enchantments as well. i.e. 2 Protect 4 and 1 Protection 1, or 3 Protection 3 and 1 Protection 2.
