my guess is that one or both of the minuteman mods is overriding the UCO changes to combat armor - the mods equip combat armor on MM and if they either made a mistake in editing or intended to make a global change that will clash with any mod like UCO - just follow the directions on the UCO site and make sure nothing is below the UCO mods in the load order and it should be fine.
This process can also be used to force the save file name for other characters to appear- sometimes it is stubborn about not displaying save files after the first character.
