Push the rotator switch in the middle counter-clockwise until the gray module is above C-3PO's cage. Once it's lit up, have Artoo access the panel to get him out. Now that you have Threepio, you can go back to an early part of the Sandcrawler (where you can assemble a Threepio panel) and access an extra room for a ton of studs.
