that's mostly because the chance of learning technique are low if you are trying to learn a high tiered one (9-10% with maxed brain if you are learning rank 7 technique). if you want to improve the chance, it's better to just let your opponent who can learn the technique to use it several times, although i mostly prefer to use save and load to save in-game time.
Digimon Re: Digitize is a monster raising and battle sim for PSP made for the 15th anniversary of the Digimon franchise. It is more akin to the style of the original Digimon World for PS1 than the turn-based JRPGs the series became in later years.

Of course me and my words make it sounds so silly, but it actually is a nice feature. It's like the Dual Tech in CT or that-similie-what's-its-name from Suikoden. There are very few digimon who could DNA-DV with others, of course, you could see the compability sign from the TAG menu on battle screen.
Give the Electroder to Techna- Donna at Device Dome. She will increase your radar into Power Radar. Now if you go to Giga Domain, you can see the surrounding, not dark anymore. After you defeat Giga's Domain Boss go up to the right to rescue Jijimon. After that go to the left to exit dungeon with exit portal.
There are a lot of traps, but you can do it. This won't be as hard as the other two. Keep doing the strategies I give you in the other dungeons and you will be fine. Theres not as many floors as you could be challanged as, and this dungeon should be queite easy. When you get to the end, you will come to the HP portal.

While still in the Forest Path map, look for a second rainbow colored harvest point to obtain the Digi-Royal Jelly (デジローヤルゼリー) event item for Kuwagamon. You can return to the 2nd Power Plant to recruit Kuwagamon, or wait until the story sends you there again (which will be very soon).
After completing the above requirements return to Floatia and you'll eventually receive a digimail from Jijimon asking for you help because Numemon/Sukamon have occupied all the public toilets in the digital world (lol). Go to Jijimon's House for a cutscene. Talk to Numemon, Sukamon, and PlatinumNumemon in Floatia.

Fishing Re-summoning Seadramon. This glitch enables you to re-summon Seadramon at the lake in order to learn an ice attack or get a free Water Bottle in addition to the Blue Flute.
Miscellaneous Starting the game in Debug Mode. This glitch allows you to start a new game with the debug features still enabled. This includes NPCs which give you maxed out stats, the ability to change time, access to all shops, plenty of good items and more.
