I tried lowering the specular distance and still no luck. It is now also happening in random combat situations, so apparently it is not limited to the areas I mentioned before. I am wondering if it is a sound issue. It seems like sometimes the grunts that enemies make when hit causes it or maybe the sound the oblivion gate portal's make.
