There is a quest required to begin meeting the Master Smith. It involves sending and receiving a certain number of messages and repairing Sara's pendant. Check a guide for the details. There's too much to type out here. Afterwards, the Smith will appear in a completely random place out of the list every time. The class/weapon does not matter.
