The Charisma ability modifier on Persuade is very minor compared to whether or not it is a class skill. The key part of why you would have trouble with Persuade checks as a Half-Orc Barbarian isn't the Half-Orc part, it is the Barbarian part.
Every character should have a high ability score in at least one of his core class abilities. For example, a Paladin should have a Charisma of 12 or higher to gain the most benefit from his class abilities, and a Wizard should have high Intelligence if he wants to cast high-level spells.

A strength-based ranger build will be your best bet. If you have MotB, ranger 21 gives you perfect two weapon fighting, meaning you get as many offhand attacks as you have primary hand attacks (so 12, six on each hand, plus two more for haste). After that, it's really up to preference.
Which could be at least somewhat useful except that due to very poor loot distribution mechanisms, the in-game auction house is flooded with cheap epic gear. From there, the time required to get the marginally better BoS items increases exponentially and hardly feels worth the effort (especially if you do not benefit from a stable guild).
