There is a bolder, that has a shape like a door, in my path. I can see from the map, that the exit is not far past this bolder. When I touch the bolder it says "Rock wall won't shift". Umm ok well if your into cheating, theres a simple way to get infinite skills in any skill, so thus you can do lots of damage. It is similar to the springheel boots cheat where you keep the enchantment without having to wear the item.

I tried lowering the specular distance and still no luck. It is now also happening in random combat situations, so apparently it is not limited to the areas I mentioned before. I am wondering if it is a sound issue. It seems like sometimes the grunts that enemies make when hit causes it or maybe the sound the oblivion gate portal's make.
Bump If there's not any better way I might just use the console to do it, I've heard it doesn't really work that well though and I don't want to mess anything up. I'd much prefer to use a mod that simply lets me either remove perks and get the points back, or reset all of my perks. If there's not currently a mod that does it I'm sure there will be one not long after the creation kit comes out ...

Any place that sells armor/weapons can have a big stock of arrows. "The Archer's Paradox" in Bravil is the only store in the game that specializes in Bows and arrows, and there might be a better chance of more arrows there.
If you will not play this game long term ESO+ isn't going to be necessary. You can play this game sporadically and still have a ton of fun without a membership. Membership only gives the CB, Crowns, and DLC access. *Edit - ESO+ membership also grants a 10% bonus to Gold found, Experience gained, Inspiration & Research times as well.
