Yes, they work. (But it's possible your bank has blocked Nintendo. Mine blocks all purchases from Apple, so I have to call the bank and ask before I buy any hardware from the apple store.) Got dinged for using mine on Steam once, but that was because there were technical issues on the other end
It doesn't accept Debit cards, it accepts credit cards. Many debit cards double as credit cards so they work. Your's apparently does not. Raging on the board for a YOU problem is silly, this is a YOU problem, not a Nintendo problem. Go take you YOU problem somewhere else.
Ok so it's automatic as soon as you delete the Nintendo id all the content will be deleted along with it. So if there's a 3ds with full games on it and currently no Nintendo Id is linked on it is it safe to assume that the 3ds never had a Nintendo id linked to it.
japanese eshop lets you use any visa card, theres no region locking on credit/debit cards. american eshop only allows visa cards in the USA to work. don't know about others. you can't use a fake address, as the address has to match the address of the card holder, to register. for japan eshop, only visa works out of country. master card or others will not work.
So, I asked my friend to use his console and use that same debit card to try purchase something on the eshop and it worked for him. I need to know if there is any setting I have to edit in my console or my Nintendo account for this transaction to go through as I highly doubt the issue lies in the debit card.
I recently bought a couple games in the 3DS eshop sales (Ace Attorney Trilogy and Shinobi 3d classic) using my Visa debit card. All was good until I got my monthly bank statement which showed that Nintendo took out the charge for Shinobi 3d twice (essentially meaning that I payed full price, which really ticked me off as the sole reason I bought it was because it was discounted).

You should be able to enter the gift card # and then see what the remaining balance is, then pay that off with a CC I did that at target.com a few years ago, Gamestop should let you pay off the rest with a Visa card.
