The Pokemon you switch in will likely take a hit, so watch for for that, but that's about all you can do with a Pokemon that has no attacks so early in the game. Abra evolves at Level 16, for reference, where it will learn an attack. You can also use the Exp. Share if you're far enough in the game to have found it.

Advice: Get a pokemon level 55-65 and a few Max Repels. Have the pokemon in front, and when a high leveled pokemon appears, switch to the pokemon you want to train. Make sure you have a lot of Max Repels to use! Another way to train is to battle the trainers in the new part of Unova. There in the 60-65 level range, with a few exeptions.

East of the Pokemon Center is a girl named Bebe. After you talk to her, "Someone's PC" when you access a PC turns to "Bebe's PC" from now on, which doesn't really do much, but happens in every Pokemon game. Before you go after the bigger stuff like the Contest and the Gym, take a stroll in Amity Square.
I would suggest you to check the types you already have in your team so you don't repeat them, and add the one you need the most. Fearow can learn normal and flying moves mostly (like Tri Attack when bred) as well as a steel and a ground move.

To get the pokeradar you must beat the game. You will also need a LOT of max repels, super repels and repels. To get money for them I would suggest using the V.S. seeker next to the 2 old people south of hearthome city. They give you about 24000 yen if you have the amulet coin. Next you must go to a large patch of grass.
