Well no I take that back I have a strong suspicion that the Kairi+HPO scene was indicating that Nomura actually planned to have steps towards Namine and Roxas's revival happening in BBSV2. Thus allowing more freedom in KH3's plot, but when BBSV2 got scrapped Nomura now had to make that stuff happen in KH3.
