My apologizes for not listing these, I really liked 3 and parts of 4. I wasn't crazy about the changes DmC brought, not to mention the really bad story (nitpicking, I know). I also refunded Revengance as it felt too QTE heavy and not enough reliance on my actual abilities as a gamer.
It's not possible. Demand doesn't mean "you need more of this to balance it" it means "you can build more of this and it will be supported." The game is intentionally set up so there is never RCI balance, but it's also set up so you can utilize imbalance to create profit.

You need two peices of road per zone for the Detroit senario. It should help your RCI meter balance out. Also, don't be afraid to build. You want to make sure that you are bringing in money for the city, so lowering tazes to 0% probably isn't a good idea.
